Active Citizenship Goal Delayed by Lack of E-democracy Vision

The idea of e-democracy was supposed to be that people could influence the decisions affecting them by using new technology to make their voices heard. This would create “active citizens” who would take a greater part in their local communities, leading to more consensus and harmony all round. Great idea, but in practice the idea is still very much an ideal.

Constructive searches
Finding out how you can influence decisions on, say, crime and policing is a similar exercise on the web. First you need to know that local authorities use the word “consultation” to describe the process of asking people for their opinions about issues (and many people don’t know that). Then, if you live in London and want to search for consultations on crime, you might look on the Metropolitan Police website, any one of the 33 London Borough websites, the Greater London Authority site, YourLondon.gov.uk and several others, about forty altogether. On each website, the search usually throws up hundreds of irrelevant pages and documents as well as those you want. Well, speaking for myself, I’d love to be an “active citizen” but right now it’s just too much of a sweat to be worth the effort.

Using the technology
Like so many of the promises of new technology, the problem with e-democracy is not with the technology itself - that’s the easy bit - it is with the human factors behind it. The technology will allow people to easily find consultations and to respond to them online has been around for a few years. A new initiative announced in July in the London Connects newsletter for a London-wide system will potentially make it possible for someone living in Hackney to find information about consultations on community planning in their area, consultations affecting their children’s school in Islington and public transport near where they work in the City, all from any one of the London websites listed above.

Driving change
In technical terms, setting up such a system is now easy, but whether it will be adopted by local authorities is another matter. Central government has taken a lead with the Implementing Electronic Government (IEG) process, which encourages and, to some extent, requires local authorities to acquire such systems.

The need and the business case
Some regional partnership bodies like London Connects are playing a healthy role in championing these ideas and Partnership Manager Andres Crespo has endorsed the “e-consultation management system (eCMS)”. As he put it, “Innovative, cost-effective and efficient ways to carry out consultations are pivotal in capturing the lost voices of our 21-Century citizens. A common e-consultation system for the whole of London, such as the one proposed by CommunityPeople, is long overdue”.

The right prospective
But many council officers still remain sceptical about e-consultation as a concept. They see it as an add-on rather than a replacement for the traditional methods of consulting with the public. They often believe that it will create more work, because they find it hard to see what off-line work it could replace. Some officers even claim that e-consultation is expensive, although a quick look at the figures shows that this view can only be justified if e-consultation really is an additional expense rather than a replacement for off-line methods. For comparison, the London-wide eCMS system would cost a London Borough about the same for a whole year’s worth of consultations, as just one postal survey for a citizens’ panel.

Getting the mix right
The fact that over a third of the population still do not have access to the web, the so-called “digital divide”, is often quoted by the traditionalists as a reason for rejecting e-consultation completely. The implication seems to be that we must use the web for everything or for nothing, but it doesn’t take much imagination to see that different media are appropriate to different kinds of people and so, for consultation, a mixture of online methods and traditional ones is probably the best way to go. Many older people will only feel comfortable with paper or come to meetings while most young people will only use the web.

Cost benefits
If making changes in local government practice is like wading through thick mud, the largest quagmire in terms of the adoption of e-consultation has to be budget setting. The traditional methods of market research such as on street surveys, public meetings and focus groups cost something whenever they are run. Double the amount of consultation and you double the cost. This means that budgets for consultation tend to be associated with projects, i.e. with the individual consultations, rather than being treated as infrastructure costs. But the main cost of e-consultation is in development and maintenance, not activity. So although the adoption of a new e-consultation management system might save a lot of money overall, whose budget is it going to come out of if the savings are from many separate budgets from many different departments? Don’t look at IT, they never had a budget for consultation in the first place!

Allocating the budget
The implementation of electronic methods in local democracy needs a shift in thinking at a high level, high enough to allow some restructuring of budgets. Departmental heads need some vision in this area.

Driving change
But perhaps overall, the rate at which I can realistically become an active citizen depends on one key group of people: the “e-government champions”. These are the people within each local authority given the task by the Office of the Deputy Prime Minister of pushing through the various e-government initiatives. They are the chief head bangers with the job of banging together the heads of the council officers to get agreement on adoption of electronic methods.

At the end of the day
Most people probably don’t care whether it comes about through vision or banging of heads, or even whether it is called “active citizenship” or some other buzzword. They just want to have an influence on the decisions that affect them without too much sweat - and without too much delay please.

Gulf Cost States (Mississippi, Alabama, Louisiana, Texas) have lower gas prices then the rest of the country because they are closet to the Gulf of Mexico where about 1/2 of the Gas is Produced.

3 - What Should You do if you suspect price-gouging?

Price-gouging is a very sensitive subject. Just because one gas station is charging 10%, 20% or even 30% more then others in the same area doesn’t mean it is price-gouging? Before you report price-gouging check with websites like Gasbuddies.com to determine the national average price and your local price. Clearly if you paid 2 or 3 times the local price you were gouged. If you pay 50% or more above the average price it may be harder to determine price-gouging. If you feel you were significantly over charged for gas then save your receipt and contact your State Attorney General.

The debate to raise minimum wage in California is totally negated. The debate holds no weight because workmen’s compensation rates are completely out of control there. Arnold the Governator was able to get a little reform but with all the lawsuits flying it is no use, the system is broken. Ouch, but as this makes the news how many small business people who employ similar numbers of people of between 5-15 people close each day due to issues which come from unnecessary lawsuits? Hmm? For instance in this case employment lawsuits drove up the costs of workmen’s compensation insurance. Terry Greenberg of AIG, world’s largest insurance company stated: “The Trial Lawyers are the Real Terrorists” which anyone who really studied the situation would have a hard time arguing that.

Short Sighted

There are two major causes of crime in America today. One cause is professional lawmaking in government that passes new laws against previously legal behaviors, day after day, without ceasing. The second cause is lousy parenting, most especially in the first five years of a child’s life. The damage done is seldom reversed, often compounded. The abused and neglected child eventually learns to abuse and neglect others because s/he has learned from negative models; in the home, the school and the neighborhood. S/he sees life as a struggle for survival and power. Poorly equipped to use power constructively through observation, any power is most often applied destructively and eventually, unlawfully.

Society does not want to see that criminals, in most cases, begin as victims for whom law offers little to no protection. Society, in its foolishness, pays for the crimes committed by its victims. It pays for the investigation and apprehension of its new criminals. It pays for the prosecution of them, and then pays for years of housing them in cruel, degrading, inhumane and humiliating cages. Cages that increase the neglect and abuse that set people on a criminal path in the first place; cages that transform people into beasts and monsters, no matter what
the crime. In many cases a convict was supporting or contributing to the support of a family when arrested. The loss of family support then becomes an obligation to restore to the innocent that which imprisonment denies them. Society likes to think a prisoner is paying a debt to society. The prisoner is paying nothing to society for caging allows a prisoner to do
little or nothing of social value. It is society that at once pays all costs relating to the caging and is creating a debt to the prisoner that will never be repaid. The recovery of the prisoner’s lost production.

Society, in its infinite foolishness, prefers one size fits all punishment and cares nothing about punishment fitting crimes. Confinement fits the crime of kidnapping and murder. Confinement is murder. One day at a time. Fear, resentment, anger and rage provide the daily sustenance for prisoners. When they then behave as we should expect, new punishments are heaped upon them.
Next, society decides prisoners have been punished enough and they are released with the advice to get their act together. No grubstake, little hope for lawful employment and probably little family support.

They violate parole or re offends in some fashion because they have become institutionalized and socially dysfunctional, by the abuse and neglect of cruel and usual punishment. The cycle repeats. In Old Testament times, the punishments fit the crimes in cruel and merciless fashion. Jesus would later say this form of punishment was allowed due to the hardness of the social heart or consciousness. Then He said we must forget those old ways - that we should love our enemies and pray for those who trespass against us and forgive them their crimes. Prisons are the proof His words fall on deaf ears that want nothing to do with mercy or forgiveness. The hard hearts of the days of old make the rules of today and a so- called Christian nation mocks Christ. Merciless fools will soon be mocked by Christ and their
victims alike. There will be no mercy in the mocking.

Society, which prefers compounding problems to solving them,
constructs more prisons to warehouse the enemies it creates. It can’t afford the dollar costs or the social costs but society cares nothing about costs. It cares about punishment and pretends to care about deterrence. If we just continue locking people in cages as long as we can, everything will be OK. Then they shake in fear of the monsters they create and release upon their selves.

State governments are just beginning to figure out that caging non violent criminals is counter productive and costs more than
government can afford. They are looking at imposing fines on anti social behaviors as an alternative to caging. Fines improve the treasury and allow offenders to remain or become productive and otherwise contributing to society, actually paying a debt to society instead of enlarging it. It has only taken ages for social leadership to discover this truth. Imagine how progressive we will be in just another hundred years. Those who believe caging is a mild punishment ought to live in them for a few years as public service in lieu of government employment, or as a requirement for government employment.

When society takes on the responsibility for any life under lock and key, it takes on the responsibility to maintain that life in healthful, transforming circumstances. But this is exactly where the budgeting kicks in. We will maintain life at the absolute minimums to save costs; a diet that maintains life but not health. Medical care is substandard and withheld, interrupted or discontinued by administrative policy. If a healthy body makes for a healthy mind, there is no reason for a prisoner to enjoy either. Let us release them with diseased bodies and minds and keep a close eye on them. Let’s compare the health statistics of our caged beasts with that of society at large. I’m sure the
statistics will tell a story.

We belong to a cruel and dispassionate society, sadly lacking in
wisdom and imagination. We need a criminal rights movement such
as we had for civil rights and we need it yesterday. Like the Civil Rights movement, the leadership will not come from the official social leadership, but from passionate and compassionate individuals who are not looking for anyone’s vote. Sometimes and far too often, there are no votes in simply doing the right thing. No reward. No activity.

Saddam released his prisoners, who now prey on Americans and
Iraqis alike. America has over two million caged beasts and de
socialized monsters. More than half of them will be released. Would this help explain why armed citizens have no intention of giving up their guns? Criminals and victims are growing disproportionately to population. The city that houses our national government is the murder capitol of this nation. Is it a coincidence, symbolic of criminal government or a predictor of what is to come? Are the wisest of us impotent and beyond solving problems? Looks like it to me.

Ethernet as a T1 Alternative

At the time when our business (who processes a lot of large medical images) was growing fast, it became obvious that we needed a larger pipe.The T1 line we had installed simply was not big enough to handle our data.

Since I am head of the IT department, I started renegotiating our current contract. Our 3 year contract was almost over, so I was able to shop around for different alternatives.

The most apparent answer would have been to move from a single t1 to a bonded T1. However with our current growth rate, it would not take long before that also would not be sufficient.

My sales rep with this bandwidth provider (who will remain unnamed here) of course was happy to recommend a bigger and far more high-priced solution: a ds3 line (T3 line) which has a capacity of 45 Mbps. This is surely enough taking our envisioned growth rate into consideration, it was possibly even way too much. And the cost per month was in the higher 4 digit figures, something my boss was not happy with of course.

With due diligence I did some more research until I found a new solution though. A new technology (or at least new to me) that can deliver bandwidth via an Ethernet port over plain old telephone lines, Ethernet over Copper. The pricing was superb; we were able to get 10Mbps for less than a bonded t-1!

Another major advantage of is the scalability. It is possible to add bandwidth by simply ordering more, in incremental steps, even all the way up to a gigabit Ethernet circuit.
